You are looking at Agapanthus

Clump-forming perennials, some of which are evergreen, with large umbels of bell- to tubular bell-shaped or trumpet-shaped flowers on erect stems, usually blue and often fading to purple with age. Leaves strap-shaped; narrow leaved forms frost hardy, broarder-leaved ones half-hardy. Best in sun and well-drained, moist soil. Protect crowns with a mulch over winter.
